Formal governance refers to the official systems and institutions that make and enforce laws and policies, while informal governance refers to the unwritten rules and practices that shape decision-making and behavior.

According to the political scientist Max Weber, governance refers to the legitimate use of power by a state or organization to achieve specific goals and objectives. He believed that governance should be based on the principle of rationality, where decisions are made through a systematic and logical process.

The economist and political scientist, Joseph Schumpeter, believed that governance is the process of creating and implementing policies to promote economic growth and development. He argued that the most important function of governance is to create an environment that is conducive to economic growth and innovation.

The philosopher Jean-Jacques Rousseau believed that governance should be based on the principle of the general will, where the people collectively make decisions for the common good. He argued that the role of governance is to protect the rights and freedoms of the people, and to promote the well-being of society as a whole.

The sociologist Pierre Bourdieu argued that governance is the process of creating and maintaining social order through the use of symbolic power. He believed that governance is a complex process that involves the manipulation of symbols, language, and culture to create and maintain social order. 

Effective governance is characterized by transparency, accountability, and participation. It requires the participation of citizens, the private sector and civil society in decision-making, the provision of services and the protection of rights. Governance also requires the promotion of the rule of law, and protection of human rights, and the ability to deliver services to citizens, and reducing corruption.
